Timeclock only controls MV. Permanent power to grey wire, when valve opens it then operates internal switch and sends power down white wire to boiler.

Sounds to me like the motorised valve for the heating is jammed open so constantly pushing heat round the rads. B.

The mid position valve however flows water to both systems simultaneously when CH is turned on. The hot water will usually be satisfied first due to lower flow resistance which then allows the valve to divert fully to the central heating.
