WebBozak horde is part of the repeatable quest so make sure you select one of the quarantine zone quests. I’ve selected Bright Mountain tunnel since that’s the closest to the towers in the slums. Since I’ve finished the game, I’ll alway keep my quest on the quarantine zone before quitting. I’ve never encountered this problem again. Hope this helps.
